The Environmental Impact Assessment (hereafter referred as EIA) is one of the best environmental management tools, and facilitates the inclusion of principles of sustainable development aspirations early in a project. However, until 1997 Ethiopia did not have a comprehensive environment policy as such (Mellese and Mesfin, 2008).
